What's good about it? A professional manga artist suspected and under fire of tracing which made rounds across the internet is kinda controversial to say the least. The evidence is there of him tracing like Goku over Captain America for a panel as shown in the link. Wonder if Tracerotaro ever did Goku over Superman at some point now. lol
That stuff aside though, am fine with the goat guy. The design feels like something from earlier Dragon Ball. Will be following this more again, despite the manga ToP sucking imo.

The Patrolman also looked ridiculously fast. Fast enough that Goku and Vegeta couldn't even react to his movements, and certainly were not prepared for such a move.
I don't really mind the scene, though. It has been solidly established that even the most powerful fighters can be KO'd, or even killed, by low level attacks if they are unprepared for them.

Powering up is their Achilles heel. This makes them bad match's with high end speedsters under typical board rules.
Granted, they can make a stipulation that powers are on, and at maximum, but nobody really notices the problem in the first place.
