Valid but at the same time Whis tells Goku he has an noob level of UI. But I agree these statements are strange since there are level of UI it seems. Making one not unbeatable until perfectly mastering it. And even then you can be beaten by somebody who has mastered to a higher degree.
I think Merus' statement was specific to that context. Obviously beings existed who could beat Goku but none of them wanted to at the time. Merus didn't know that Moro would power up again.
Also, based on Whis' wording, I think he's actually saying Goku's skill with UI is equal to Merus' but that he has room to grow further.
Since the start of Whis' statement is that he is superior to Merus, not that Merus is superior to Goku, he seems to be implying that the "room to grow" starts from Merus-level.
Goku is at Merus' level of skill anyway based on the fact he pulled off the same crystal-smashing technique, the only difference being the scale of power (Moro-73 vs planet-Moro). Smashing 73's crystal was visibly difficult for Merus despite the fact he tapped into his angel power and was erased for it.
The difference between raw power and UI skill also helps explain why Whis said that Vegeta is more powerful than Merus; Merus' raw power is below the saiyans.

CD's usual shit aside, Toriyama is really autistic with the Saiyans becoming George Floyd in space. The God power would have been a simple solution to this and still can be but he won't allow it.
It's also a solution to the monotonous backdrops and lack of collateral damage. Instead of another mountain area it could be a big asteroid field. And if Toyo is feeling really up to it he could just keep knocking them to different planets with vastly different looking battlefields to change up the scene. Imagine the last battle in an arc starts in space with a big sun in the background instead of Namek or mountains. Someone gets punched through the planet and slams into a moon or blows up one. It allows more to be done in a fight without specifically focusing on choreography and how it flows from one attack to another.
It won't happen but it would change things up a bit without too much contradictions.
I don't care about potential feats but I do want more interesting locations and DB has pretty much exhausted what can be done under the limitations.
You have to admit they have no good showings against extremes of heat or cold. But plenty of bad showings.

Goku was fine in the universe Zeno completely erased. I'm guessing he also erased the oxygen. Gogeta and Broly were fine in the LSD dimension where I'm again guessing there was no oxygen.
