It's literally classified under the Operations header with TFB, Dread Masters, Kephess and the rest of them. It's also distinctly labelled as a hologram. Whatever it is, it's operations based and not story based...

Pretty sure that was only a dream. Besides, Valkorion actually does shit outside of your head later on that's actually impressive. And this is supposed to be him weakened, if you take Arcann's word for it.
[SPOILER - highlight to read]: Also the face when you can't defeat Arcann, but Senya can defeat Vaylin.

Outlander confirmed scrub-tier.
