Huh, that's hard to tell, as sage and kurama stuff are both so easy for him and integrated in his known fights that I'm not sure exactly what his 'base' level would be.
Naruto hasn't made an incomplete Rasenshuriken in long time. I see no reason, a Naruto that's shown a good amount of skills with using a blade, yet still fails to make a perfect Rasenshuriken just because his in base form.
Almost all of his power techs are based on KCM mode or Sage mode. Without it he has a wind release, clones, and rasengan. None of which would do anything against Minato. He'd be dead in seconds.
Whatever teleportation tech Naruto used in chp 700 may make it a fight with best case scenario it actually being shunshin that Naruto was using which would make it a fight of reaction time...kind of.
I get what you're saying now, however it changes nothing. his base rasengan is weak sauce without the amp both of those modes bring. not to mention he has rarely been seen fighting out of those modes against high level opponents since early in the 2nd arc so we don't really know what he can do at base level. Imo, he gets wrecked by several people if he only has base mode.
He basically mastered those modes to enhance his abilities. He is nothing without them because that is what he trained for. it would belike like asking how Sasuke would fair without his Sharingan. poorly.
Naruto has better speed feats in base compared to Minato aside from FTG. He is stronger. His Rasenshuriken is a stronger attack than anything Minato has. He can make several clones whereas Minato has always been limited to one. Everything is in Naruto's favor.
But he loses because he has a huge flaw that keeps him from winning. Naruto relies on KCM and Sage Mode for precog. His senses require them for upper play. Even against Sasuke's space time technique Naruto struggled and that was at his absolute peak. Years later when fighting Shin he couldn't react to an attack from the front and again this was with Kyuubi/Sage sensing abilities.
Whereas Minato can react to A, Obito, and Juubidara/8 Gates Guy. More importantly he is fast enough to beat the Sharingan's precog and outrace Might Guy's 8 Gates.
FTG is the only edge Minato has but it is really the only one he needs. Base Naruto is too rusty whereas Minato died before he could grow old.
Naruto's still a good taijutsu combatant even in base, and he's faster than one would think. Not to mention the deception, shadow clone spamming and giant Rasengans/Rasenshurikens.
But yeah, he gets wrecked by FTG.
Sasuke has a Rinnegan bruh. So he'd do just fine.
Limited precog, evil sensing (useless here in fairness), regeneration, Bijuu damas, chakra arms; (game-changing) abilities Naruto cannot use unless he has Sage Mode/Bijuu mode.
