This is a tough one to call, as neither of them have really shown their full potential yet. Even at the end of S1 of Legion, David had only actually been aware of his abilities for 6 weeks (the last episode gives us a time reference, courtesy of the half-burned guy's recovery period), and he only really started to tap into what he could do towards the end of the show. Having only had his powers for 6 weeks is extremely impressive though, considering what he accomplished against for more skilled and experienced individuals, such as Shadow King, who had basically prepped for those events since David was a baby. So, that says a lot about the sheer raw ability he has to be able to compensate that much for his lack of skill/experience. For example, even though Shadow King had spent decades in David's mind "like a virus mapping his brain" (as Cary put it), he still needed to "trick" him into giving up control, and David still provided resistance. In contrast, Shadow King was able to pretty much immediately overwhelm and control Oliver during the finale, despite the latter having decades more experience than David.

That being said, I would give it to Vision. We don't know how vulnerable he is to telepathy. And while David did showcase shield generation in the last episode, A. it was his first time doing so, so he hasn't had time to refine and practice it yet, and B. he and Shadow King cancelled each other out, so we have no objective measure of how powerful those shields are. We also don't know what kind of effect his matter manipulation would have on Vision. If he could freeze time again, it might allow him to figure out a way to win, but he only pulled that off under duress once, so we don't know the full limits of that ability.

Basically, David has a bunch of abilities that might work against Vision, whereas we know Vision has abilities that could mess David up.
