If Dumbledore is just a shade more skilful than Grindelwald, and if we take the popular opinion that Voldemort being the greatest dark wizard, then Dumbledore and Voldemort must be closer in terms of power/skill than is implied in the books. Or should we consider Voldemort as the greatest wizard of all time, if we remove the Elder Wand from the equation?

Films are slightly different I believe. The films have bent over backwards to hit the audience over the head with the fact Voldemort is the greatest dark wizard of this universe and his predecessor is Grindelwald. Voldemort is the most formidable in a duel imo. Voldemort also is the most powerful but he was not the most complete wizard.

Not in the films. We see them on screen pit their skills against each other. Albus could not stop Voldemort alone and was fated for death in a years time due to the dark magic implored by you know who. Albus is a morecwell rounded wizard due to understanding love but in terms of power, skill, and ruthlessness Voldemort is second to none.
