I certainly hated TLJ more as well. But at least that movie had something to say and the characters has some depth to them. ROS was just another regurgitation of everything that came before with paper thin characterization. It was utterly mindless with more plot holes than plot.
Liked it much better on my 2nd viewing, which was the exact opposite effect I had with TLJ.
I still think the first half isn't great and is very rushed, but the 2nd half is at least entertaining. Seeing it again helped me pick up on things I missed the first time as well.
Personally, from the first force fight on Kajimi onward, the movie is good. Before that, it's a bit choppy.
This was Ian's best performance as Palpatine by a long shot.
[SPOILER - highlight to read]: Given that Rey and Kylo are obviously capable of using the force to levitate, what's stopping them from fully flying? Don't get me wrong, I would NEVER want to see a general force-user flying around like Superman, but given everything else on display in this film, I am genuinely surprised they didn't... Especially Rey.

As a whole I like ROTS better than RoS, but I just found that I enjoyed the atmosphere of Ian's scenes better here.
There were no goofy faces, silly lines deliveries, or hammy cackles like the one he breaks as he's walking toward Yoda after zapping him. Don't get wrong, Ian was a blast to watch in ROTS and probably the best part of the film in general, I just never felt he was overly scary in it.
I just didn't find the Emperor frightening. Maybe he wasn't supposed to be, but for a movie that was supposed to be the darkest (and parts of it were) there were moments where Palpatine was too hammy. That's not to say he was bad....because he was a blast to watch.
Look at the photo below....I know which one I find creepy, and which one I think looks like a guy posing for his 50 year school of evil emperor's reunion photo. Again, not a bad performance, just not as frightening. But that's my opinion.
