Where do Region Codes come from?

Where do Region Codes come from?

It seems such an odd idea. I hate it with a passion, but it is also very unique and "ingenious" (in a really evil sort of way). Did someone just come up with this, or is there a precursor I don't know about?

Wikipedia lists Region Codes for DVD, BluRay, and UMD. And I know that computer consoles do the same crap. But before that? Did LaserDiscs or any comparable film formats use region codes? Or did Region Codes only start once companies realised that there would be increased online shopping and global shipping?
