To be entirely fair, it's not like a lot of the stuff there is any worse than a lot of other U.S. cities, it's just that it sounds considerably worse than the rest of Seattle.
If people refuse to peacefully leave what should be done?

Approach any violence as a direct threat and deal with those being hostile as insurgents — but not to heighten aggression whilst there are innocents in the area, or in any way risk innocent life being lost, as that would defeat the point of putting it down.
So, as long as the people who refuse to leave stay near innocent people, the police should just leave them alone?

Efforts to evacuate innocents should be made first. See how much retaliation there is, gauge the threat level. Take it from there.
I'm not a SWAT commander, do what you gotta do but don't go in guns blazing if there are regular people everywhere. Murdering tonnes of people to save people isn't exactly productive.
I get that, but if you won't go in and shut it down because you're worried about people dying, then you're just going to let more people in there die, and for it to become more run-down and dangerous.
Also dangerous as we know there are armed militants within the CHOP, who are extremely hostile to any form of authority. They may mostly be greasy Antifa types, but give a man a gun and he thinks he's God.
So force the innocent people out of their homes first and then come back for the occupiers.

How else would the police get the innocent people out of the area if they don't want to leave their homes?
