I don’t think that qualifies as spying. Saying a person’s name regarding what you’ve described as “conversations” is not spying. I could say Robtard said some shit about Carlson. That doesn’t mean I’m spying on robtard or robtard is spying on Carlson.

So the NSA can absolutely listen to calls made to foreign countries that are of concern BUT they are not supposed to release the name of US citizens in said call.
So yes the NSA did absolutely breach the protocols meant to protect US citizens apparently Tucker was trying to get an interview with Putin.
It wasn't an investigation, Tucker tried to reach putin for an interview, it flagged the NSA which then intercepted his call. That's a tried and true practice it's legal. What's not legal is releasing the name of the US citizen that made the call, calling for an interview isn't illegal, NSA capturing the call isn't illegal, NSA releasing the name of the US citizen isn't legal.
