Hawkeye is lured to a big office, a trap set by the Kingpin. On the 13th floor, an office with desks and standard office supplies, Bullseye awaits him. Hawkeye has no weapons with him. For both, the only weapons are office supplies and computers.
If Dex can maintain his distance, he should be able to wear Clint down after a while (or might even score a lethal hit quickly with a pencil or some shit). Hawkeye's shown great accuracy with traditional weapons and things, but not with stuff just lying around, whereas Dex has some wild feats using things he just randomly picks up. But if Clint can get up close, he should be able to beat Dex up. Dex had DD's suit and spent most of the season fighting an injured Matt, yet every time they fought in actual H2H for any length of time, Matt gained a clear advantage, and Clint has held his own pretty well against some impressive opponents, like BW, Yelena, Echo, BP, as well as Chitauri, Ultron bots, Outriders etc.

Yeah but Clint usually had his bow and arrow when he went up against those opponents. Dex beat up DD with random objects even when they were fighting in melee range.
I thought Hawkeye was good with regular objects too and his fighting skill and athletics are probably quite a bit better than Bullseye's. For the record, Bullseye doesn't have any special armor or gear either.
Clint is no ordinary guy. He's a trained secret ops agent with the ability to shoot arrows and guns, and throw knives with absolute accuracy. His martial arts and atlethics are on the border of being enhanced. If I'd had given him bow and arrow, then it wouldve been a onesided slaughter.
In some of them, yeah. But some of his fights also feature pure H2H parts where he did pretty well. Dex's H2H feats are just straight up bad. He got beaten up by an injured DD multiple times when engaged in strictly H2H (without him throwing shit) and when he tried to H2H Kingpin he just got manhandled, tried to run away and then got ragdolled. Literally his only good H2H feat is beating up a few fodder FBI agents, but that's pretty much standard for any Netflx or MCU main character.
Now, just to be clear, I do think it's Dex's fight to lose. Because, as long as he maintains some distance and keeps the projectiles flying, he'll win. But if Clint can manage to close up and keep him from throwing things, he'll beat the piss out of him.

In this setting BS will still stomp even if Hawkeye had arrows.
1. Clint is accurate but extremely slow shooting arrows. BS can launch 3-5 objects at Clint before he can get off one arrow off. Especially with BS being already prepared before Clint walks in.
2. BS easily caught a sia thrown by Elecktra (who threw them at superhuman speeds).
If you gave Hawkeye his bow, he'd win. Then again, that's one sided in favor of him since he already has his most deadly weapon in hand with Bullseye having to pick up a barely lethal office object first (not to mention he has explosive arrows).
Give Bullseye any gun while Hawkeye has his bow, and it's once again one sided in favor of him since his accuracy is straight up physics breaking (bouncing objects and bullets off of walls and lamp posts while barely having to aim). He always gets more volume down range than Clint for sure, and he has a superior weapon here.
This match up comes down to who gets the shot off first, and who gets the shot off first is entirely dependent on what gear they have (gun vs bow vs office supplies). I think that's why OP laid out the scenario he did. It's the closest you get to fair with either starting off with no gear in hand. Still, Bullseye has more feats with random objects, and Clint doesn't have sonar or DDs reflexes/aim dodging capability to dodge the barrage coming his way in a second. Bullseye can also catch anything Clint throws and use it as a weapon. The only scenarios Hawkeye wins are H2h or bow vs office supplies.
We do know Clint can use guns (he had a Sniper aimed at Thor in the first movie, though he never shot it; I feel like I saw him use a handgun in the first Avengers intro too ), but he has no real feats here. Gun vs Gun would go to Poindexter.
