In the comics, we have no idea how powerful Bison is after his Pyscho upgrade, but I'm guessing he will give Akuma a run for his money. As for Rugal, I gotta go with Akuma.

Rugal just is a weaker version of Akuma (Badass boss of doom, so to speak)
