We've seen a lot of the eight smartest guys and so on. But who would you rate as the eight dumbest?

a) Not including people who lost intelligence through brain damage, retardation/mutation etc like Hulk and Drax. Just the naturally stupid?

Rounding out the top 10 of stupid characters would have to every single one of Superman's rogues gallery. They're all dumb 'cause they've all had ample opportunity to kill the guy on multiple occasions but always do something stupid. I realize most of it is writing, but still; making grandiose speeches is pretty dumb.

The classic savage hulk is child like not really stupid. He has displayed pretty impressive cunning

The Savage Hulk isn't stupid at all as stated. That's why hardcore Hulk fans hate it when his written with the dialogue of a green mental retard but at this point so many writers have done it outside of the Hulk comics it doesn't really matter.

So much so that Hephaestus pulled a Revenge of the Nerds type moment on him when said forge god caught Ares with his wife Aphrodite.

All things considered DC Ares is a bit too smart for a War God and Marvel Ares being a bit dense is understandable.

DC's is basically implied to have grown up over time as war modernized, or at least that's the impression I get.

But Ares understands all modern weapondry & will use it. He can relate to modern soldiers.
It's Hercules & Thor, in their respective pantheons, that have the reputation of being brawny over brainy (look at how Loki has mocked Thor over millenia for his 'few brains'), and just using their 'hammers' to smash their way of of trouble.
(With Thor, that's literal; with Hercules, that means seducing the female in charge. )
