The armed man who attempted to break into the FBI building in Cincinnati has been identified as Ricky Shiffer, the Ohio Department of Safety said Friday.
Shiffer, who was shot and killed after a standoff with police, was at the U.S. Capitol during the January 6th insurrection, but was not charged with any crimes related to January 6th.
The 42-year-old man from Columbus, Ohio, had ties to extremist groups, including the Proud Boys.
Shiffer was fatally shot by police after fleeing the FBI building and leading officers on a chase that led to a six-hour standoff on a rural road, the Ohio State Highway Patrol said in a news release. After negotiations failed, police attempted to utilize "less lethal tactics" to arrest Shiffer, but he "raised a firearm" and officers shot him, they said.
Shiffer died at the scene. Authorities are investigating a possible motive, in addition to Shiffer's ties to extremist groups, a law enforcement official familiar with the investigation said.
His name is used on several social media platforms by an individual who spoke about being at the Capitol on January 6, 2021, and urging a "call to arms" after the FBI executed a search warrant at Donald Trump's Florida estate on Monday.
On his Truth Social account, which has been active only the last few weeks, he communicated to others with increasingly politically violent and revolution-minded thoughts.
But it was not until the FBI executed a search warrant on Trump's Mar-a-Lago home Monday that the user began to fixate on responding with violence toward the agency.
"People, this is it," he wrote on Monday. "I hope a call to arms comes from someone better qualified, but if not, this is your call to arms from me." In that post, he encouraged people to go to gun and pawn shops to "get whatever you need to be ready for combat."
His now-suspended Twitter account, @rickyshiffer, shared the same profile picture as the Truth Social account and similar opinions, including a call for armed conflict in the U.S. this past spring. It included posts saying that "elections are rigged" against conservatives and that the country faces "tyranny."
Shiffer was a registered Republican who voted in the 2020 primary from Columbus, Ohio and in the 2020 general election from Tulsa, Oklahoma according to public records. He enlisted in the Navy in 1998 and served on the USS Columbia submarine from 1999 to 2003, according to military records.
Shiffer was at the Capitol riot on January 6, 2021 according to three people aiding law enforcement who saw him in photos taken from the day of the attack; however, it is unclear whether he went inside the building. Shiffer frequently posted about his attendance at the riot on social media.

Tributes are pouring in for a beloved California business owner who was shot dead by a man who complained about a Pride flag hanging at her store.
Laura Ann Carleton, 66, was killed outside of her Mag.Pi clothing store in Cedar Glen by a suspect who made "several disparaging remarks about a rainbow flag that stood outside the store," the San Bernardino Sheriff's Office said.
The man who killer her was later shot dead in a confrontation with officers. Deputies responded to the incident around 5:00 p.m. on Friday following reports of shots being fired. The mother of nine children was pronounced dead at the scene, the sheriff's office said in a statement.
The shooter has been identified as Travis Ikeguchi, 27, who has posted a prolific amount of anti-LGBTQ content on social media.

On April 25th, Walraven shot at his neighbor "due to their sexual orientation," documents said. "After Walraven pointed the handgun, he fired four rounds at the victim with none of the rounds making contact with him."
Walraven is already on parole for a habitual criminal offense, records showed. Because of this parole violation, Walraven will remain in custody without bail.

State Senator John Hoffman of Champlin and his wife have been hospitalized, and State Representative Melissa Hortman and her husband have died.
The two shootings took place early Saturday morning at the respective homes of the victims, who live approximately eight miles away from each other.
The perpetrator, Vance Luther Boelter, posed as a police officer during the shootings.
Law enforcement found a manifesto and hit list in this car, which included Democratic politicians, abortion providers, and Pro-Choice advocates.
The 57-year-old runs an armed security service with his wife, and has been affiliated with at least one Evangelical organization, a ministry he has also run with his wife, according to tax filings.
He also served as the president of Revoformation Ministries. A version of the ministry's website captured in 2011 carries a biography in which he is said to have been ordained in 1993.
According to his social media, Boelter is a Trump supporter, donated to the Christian nationalist organization Alliance Defending Freedom, and gave anti-transgender sermons as a part of his ministry.
His self-described best friend and part-time roommate, David Carlson, said that Boelter was feeling down and unhappy with his work situation. He had built a scattered career that included food companies, retailing, and pastoring, according to public records and his online posts.
He has been living with his wife in a rural area outside the Twin Cities, and staying a few nights a week at a rental home in a working-class Minneapolis neighborhood with a couple of roommates. Boelter was working overnight shifts, while trying to get a security company off the ground.
Carlson woke Saturday to a troubling text: Boelter said he was "going to be gone for a while" and "may be dead shortly," which prompted him to call the police.
Boelter remains at large.

On Sunday, authorities found Boelter's vehicle abandoned in rural Sibley County where he lived, and a police officer reported that he saw Boelter running into the woods. Police set up a large perimeter, and called in 20 different tactical teams, divvying up the area and searching for him.
During the search, police received information confirming someone was in the woods and searched for hours, using a helicopter and officers on foot, until they found Boelter. He surrendered to police, crawling out to officers in the woods, before he was handcuffed and taken into custody in a field.
Jail records show Boelter was booked into the Hennepin County Jail at 1:02 a.m.

A Long Island man was indicted on Tuesday for making homemade bombs, which the authorities said he planned to set off in New York City.
Michael Gann, 55, of Inwood made the bombs last month with chemicals he bought on the internet, and then brought them to Manhattan. He stored some on the rooftops of adjoining residential buildings in SoHo, and threw one onto the subway tracks on the Williamsburg Bridge, according to the U.S. Attorney's Office for the Southern District of New York.
One of the improvised explosive devices, or I.E.D.s, contained about an ounce of explosive powder, which the authorities said was about 600 times the legal limit for consumer fireworks. Gann "put countless lives at risk," Jay Clayton, the interim U.S. attorney for the Southern District of New York, said in a statement.
In March, Gann asked Donald Trump on social media if he should bomb New York City: "Dear @POTUS, I'm thinking just now here in NYC that it's too bad that the wall wasn't built before the National Guard would have to come here for the Protests and Riotation or would you just drop a bomb on this place while and because they seem to be coming and coming?"
In May and June, Gann conducted numerous Internet searches related to explosives and firearms. Hours before he was arrested with an IED on his person, Gann posted to Instagram, "Who wants me to go out to play like no tomorrow?"
Gann is charged with one count of attempted destruction of property by means of explosives, which carries a mandatory minimum of five years in prison and a maximum sentence of 20 years in prison; one count of transportation of explosive materials, which carries a maximum sentence of 10 years in prison; and one count of unlawful possession of destructive devices, which also carries a maximum sentence of 10 years in prison.
