I primarily judged it off the instances where he's said to be able to react to events on the nano- and picosecond scales.

But to adhere to the criteria you're asking for I think the most notable combat related speed feat is from Superman: Man of Tomorrow (2020) #16 where he moves people in-between taking punches frrom Darkseid without him noticing.

But to be fair, it's very difficult to compare them because Dragon Ball isn't as nummerical, but at the same time they have these long chains of "this character can't even percieve the movements of that character, who can't percieve the movements of that character, etc." Vegeta vs Final Form Frieza is a great example of that.

That's a nice showing of him moving people at super speed but that doesnt compare at all to Goku moving faster than beings that also possess super speed. So fast they don't even see him moving (Jeice and Burta).
