What if the entire Saiyan race was in Oozaru form, and attacked base Freeza?

Well no because Vegeta still has a HUGE Achilles heel with the tail. He loses mobility and agility. He also isn't super fast in that form. The Ginyu Force would curb that fool. With their speed and hax abilities, Vegeta would lose hard
Iirc Vegita as of the Saiyan Saga was stronger than any of the Saiyans that were killed on Vegita, so him only getting to 180,000 in Oozaru form and being the strongest of the race shows how little chance the Saiyans have
Yeah, Saiyan saga Vegeta was the strongest Saiyan of all time at that point. Even though the composite power level of all the Saiyan's on planet Vegeta was way higher than Frieza's total power level, it's still meaningless, because Frieza's power was so much denser since it's just in his body alone.
We've seen dozens of times, how futile it is for a bunch of weak opponents to gang up on one that is just strong enough to curb even the strongest of them. Piccolo Jr., Nappa, Cell, Broly, Buu, etc.
Even if all the Saiyan's were up there, attacking Frieza at once, all of their attacks would get absorbed by his "Death Ball", just like Bardock's did.

They did say Freeza was afraid of the Saiyan race in masse.
And we've never really seen millions and millions of characters attack a higher level character all at once.
But we HAVE seen lower levelers affect upper levelers, to a point. Tenshinhan and Cell, Piccolo kicking away Freeza, Chibi Trunks kicking away Buu.
Piccolo and Krillin, at only 1,000 pl a piece, managed to rough up Nappa a little bit, and he had two-three thousand on them.

Freeza would just pop the planet. Even with billions of them they wouldn't be fast enough or strong enough to even react before he popped the globe. It's basically the same scenario as when he actually did blow the planet.
Freeza was a paranoid lunatic to even be in the realm of fear of their potential. They were so ridiculously below him he was an elephant paranoid over ants. It's a strong indicator of his spoiled kid personality.
To be fair Frieza was afraid of their potential. After each fight they grew more powerful. One day, a group of them might be able to challenge him. At that point though, they couldn't come close even working together during a full moon
Vegeta was the most powerful Saiyan at the time(by FAR), and stated that he had already surpassed his father's power when he was just a kid: (please log in to view the image)
...And as of the Saiyan saga, Vegeta's PL = 18,000.
For a Saiyan to even remotely rival base Freeza, their [pre-Oozaru] PL would have to be ~50,000. NO Saiyan in that era had a PL remotely close to that. And thanks to DB's "numbers don't matter; weaker is weaker" ideology, Freeza rape-stomps the planet just like he did before.

So? We don't know any of their power levels. All we know is that the Super Saiyan God wasn't able to beat an army of Great Ape's. Meaning that he was probably utter trash before going God, and wasn't that great afterwards.
Vegeta was the strongest Saiyan that we know the power level of, up until that point.

But there are also aspects of DBZ like combining blasts, and giving power to a single target.
Lets say all the Saiyans on Planet Vegeta gave their power to aid King Vegeta, he would be more then powerful enough to take on at least a few forms of Frieza.
This is counting people like Prince Vegeta, Bardock and others, as well as the possible boost the Great Ape transformation will give him.
Though, it depends on if the Saiyans even know the technique.
