Because Republican voters are apparently more interested in flash than substance is my guess. I don't really like Bush, but he has better credentials to be president than any of his Republican rivals. Even democrats in Florida look back on him as at least a decent if not good governor, and that's saying something considering how vitriolic Florida politics can be.

OV's likely correct, Bush on paper is more qualified than any of the candidates that have rotated through the top three spots. Even Christie and Kasich are more qualified, yet they dwindle in the shallow end as well.
