No. He himself says he is no longer Sith, his philosophy no longer matches the Sith, and iirc, he was stated to have forsaken Sith teachings after Ziost. So no, he's not Sith.

However, it could also just be referring to the fact he was born a Pureblood Sith. It's a stretch, but makes more sense than it meaning he's still part of the Sith Order in any way
