I don't think it's that bad. Both Cyclops and GL can do pretty strong blasts and Zoom and Quicksilver (post SOM) are pretty equal.
How about if I say GL can only use his ring to fire energy blasts?

GL is on the level of Silver Surfer.
Zoom and QL are not equal. Quicksilver can only timestravel in certain spot.
Zoom exists in his own timeframe where time is frozen and he can move at lightspeed in the said timefrozen world.....

No I thought Quicksilvers speed was now at least close to Zoom's and I think Cyke's optic blasts are equal to a blast from a power ring.
