Bullseye. I really don't get why People think Joker is some sort of analogous prep god like his counterpart. Sure he does pre-emptive strikes and have a good prep feats but his schemes are far from exceptional. Bullseye is also good at prep and when he is at a disadvantage, his accuracy and ruthlessness will pave to the possibility of taking down the opponent with him if he goes down.
