Bart Allen has the entire speed force inside him, he's faster than any of the other flashes combined. He would KO the twins before they get a chance to think. If Aurora pulls off her hypnotic light that would pull off a few wins, but I doubt she would be able to pull it off against a Flash unleashed.

He very well could, but as of yet emo Bart doesn't have quite contol over his powers just yet. I hope they show his time when he was in the speed force with Superboy Prime.
