Nope. Its not a telepathic attack. He is stopping the very thing in your brain which is a form of energy from sending signals. Thats a pretty impossible attack to stop unless you cut the energy off your self which would have done the job for him.
If Vulcan made it a telepathic attack then I guess he could block it.

I was thinking the same, unless Vulcan can directly manipulate matter, which I don't think he can.
Q-Ball is too much for Vulcan to handle, IMO. If he can be overwhelmed by a super-charged Havoc, then it should be fairly easy for Quasar to do the same or better.
