Raven's powers are far from quicker on the draw.
Her only offensive power that is rather instantanious is empathy/telepathy and Zatanna has wrecked Jonn in telepathic confrontation and completely shut him out. Otherwise Raven has to rely on the soul-self which has to be conjured and projected outward from and by Raven.
Even if we look into Raven using her soul-self as a shield from the get go, it's been shattered countless times by Cyborg and Starfire... so... yeah.
Zee takes this every time.
