LoM does Surtur have Twilight? If not, it's a stalemate. Without Twilight he loses a lot of versatility in his power set and the heralds can dance around him all day if they want to, but they ain't putting him down.
I'm going with stalemate.

As for the thread, how is this a stalemate? Odin enchanted Uru weapons can harm Surtur and Loki (who is slower than any of Galactus's Heralds) was able to successfully speed blitz Surtur until he got tired...
Why wouldnt they Heralds eventually slash Surtur to bits?
To those who says that Surtur wins, how does Surtur win?
Surtur is slow in combat and couldnt even tag a speed blitzing Loki until Loki got tired, and all the Heralds are armed with weapons that can harm Surtur...
Remember LoM, Surtur is an energy being. Physical attacks would only pester him.
No, a better avenue of attack would be the heralds blitzing him with Power Cosmic strikes to distract him, while Surfer opens up a black hole inside him.
I wonder how that would affect Surtur being composed of living flame and all.
