Not sure. Batman did manage to very briefly hold his own against darkseid, beat down kalibak, and is more skilled than billy, but Billy just seems more powerful.

Shazam. DS was casually batting that suit around. Bruce was damn lucky to even survive that encounter. It was its ability to redirect energy that hurt DS the most.
