I would say Hal's best feats are pretty easily better.

He's also a very important character to DC (hence more regular appearances and thus more chances for feats) whereas in Marvel, Surfer is little more than a mildly popular bit player.

Objectively, you have to give it to Hal.

It's kind of fun to see both Hal and Kyle evolve past Surfer. Kyle (White Lantern) and Hal (God of Will). Surfer is out of his league in this one.
