It's not proportional, just a guideline to show that the gap between them.
If say, Flash was 100, and I'd put Quicksilver at 50 and Wonder Woman at 55, it wouldn't mean that Quicksilver is 50% as fast as Flash or Diana 55%, just that they are close to eachother while Flash is far above.

i dont understand he cant beat any heralds except for deadpool and sabertooth herald and maybe cosmic spiderman he is too slow but has crazy durable not really much super human strenght like on colossus level that is small if you are going to fight a herald of galactus
