They have to let out some tremendous power to hurt Hulk. At his standard WWH levels, he was withstanding attacks that were described as being hotter than the sun. He then withstood an attack from a being that was 100 times more powerful than Hercules. Withstood an attack from a being that was 17.5 times more powerful than Hercules and then withstood attacks from Savage Hulk level beings that was amped a 1000 times over. Not withstood, he stood in one spot and TANKED it.
