He is underrated, but Hal still wins this decisively, since he can just change the way the game is played, like against Zod, and pick him apart. Cap's teleportation would be a problem for range keeping, but his prowess with it isn't exactly Nightcrawler-lite.

In a forum match according to many speed advocates Billy would beat the snot out of Hal. How does this same argument not work against Hal? Batman was able to take the ring off of his finger without him noticing.
