Well, about that temporerly merging I cannot say much, why--Because I'm not sure.
I'm not if it was a part of their plan, or whatever.
A reasonable explanation is that the Brothers had given their respective cosmic guardians too much authority.
The Living Tribunal and Spectre's power was their gift, a part of them.
So they could only merge the Brothers, because they had given them that right, trust if you will.
But later on in the series, the Living Tribunal and Spectre where nothing to them.
And I'll even use the same source of information that Mr Master has as basis for the Heart of Infinite theory.
I see no effort, struggle, resistance or anything else of its liking here.
And I don't see the Brothers breaking free. I just see, "The Brothers do not like it" and on the next page they're free.
But I see this, two beings stated to encompass everything.
I see "Power unleashed that none has ever witnessed before ... And the Spectre and the Living Tribunal are awed."
I see two beings trying to prevent something that they cannot, I see no affection, all I see is. "Yup. the Spectre and the Living Tribunal trying to hold back the Brothers back. For all difference they're making."

Yes but as you know, the powers where given to them, since the Brothers encomassed everything, the Living Tribunal and Spectre would be a part of them.
And it was just like: "The Brothers did not like it" next page* they're free.
So at which the same point as they realized it was not their way they de-fused, de-merged or whatever you call it.
So from seeing the Living Tribunal and Spectre struggeling you asmue the Brothers did?
And in the last scan there you can even see that Access are giving the Living Tribunal and the Spectre more powers.
In other words he empowers them with all the energies in the universe.
