If Anakin can, as stated by Qui-Gon, "See things before they happen", shouldn't he have seen Obi-Wan cutting off his legs? Or did his arrogance and hate blind him to such things?

Classic case of looking too much into things here. Obviously Qui-Gon doesnt mean he sees EVERYTHING before it happens, had he been able to he would have seen dooku about to cut off his hand and prevented it, seen his mother was in trouble and got to her earlier, gone about Obi-wans rescue on Geonosis rather differently and as you say not jumped towards obi-wan like a lunatic!
Or it could also mean a sudden movement, a split seconf before it happens...or something.
Or it could also be a part of the dialogue the writers came up with to kill time and make excuses for Anakin's abilities.

obi saw further into the near future and saw that he had a good shot. and ani didnt expect him to because "the power of the dark side". wow, that could be worded better, but you get it.
first of all.. it was a lucky shot on obi-wan's behalf..lol
and it is not as much seeing as senceing what is going to happen .. they use telepathy .. they are not fortune tellers... and before it is brought up to try to prove this wrong... he did not see his mother dead.. he was seeing her in pain..and dying.. just as she was when he found her.. it is all telepathy
Qui-Gon is right about Anakin, he does see things before they happen; all Jedi do. It's their 'danger sense,' as it were. That's how they are so adept at deflecting blaster shots and avoiding attacks and so on.
However, when it comes to Jedi vs. Jedi or Sith vs. Jedi or Sith vs. Sith, this seems to kind of fizzle out, since they can both do it.
