Well, I think that Dialga's heartbeat is a kind of fuel that keeps Time moving forward, with it's presence allowing Time to exist. So you'd have kill Dialga to stop time and compress it.

Why does time need to be stopped? If time is stopped, Dialga's heart would be stopped.

Dialga's heartbeat causes time to flow. The flow of time flowing doesn't necessarily cause Dialga's heart to beat.
I think that is what Lil' Moozy is getting at.

If Time is still flowing how can she compress it? Figuratively speaking, compressing in this case would involve pushing the two ends of the line together. If the one end is still pushing outwards, can she still do it? And if so, couldn't Dialga just use his powers to speed up time and make it push against Ultimecia harder?

Ultimecia can always cast slow and make Dialga slow. Or haste to make it fast. Since Dialga fuels time, whatever she does to it will affect time.
Or poison him. :O

Then I would like to point out that Dialga can send Ultimecia anywhere in Time, making it fairly difficult to do anything with spells.
Dialga also has plenty of moves to inflict the same status ailments and protect himself from them.
Oh, and Dialga may be immune to Poison. Steel types have that going for them.
