Marvel and DC Top Heralds CIS off

Who is the two top Heralds in both Marvel and DC? When you come up with that answer, who would pull the majority in a CIS off battle?

Shaman or Strange can probably come up with the most BS.

Flash can beat just about anyone 1v1.

With CIS and PIS off, all that remains is to add bloodlust.

Barry is still a decent guy; he's not tearing people's heads off at lightspeed, for example.

A CIS/PIS off Zoom, however......

To that end, I'd also add people like Orion, Martian Manhunter etc.

CIS/PIS off Waverider would own any Herald as he'd be impossible to beat as you couldnt fight him...

He'd just pick a point in time where you were completely helpless and annihilate you...

There is no defense to this...

PIS/CIS off Waverider defeats any Herald 10/10...

What about Zoom? PIS/CIS off still means he's in character - and he doesn't do it because it would mess the timestream up. He's still a hero.

PIS/CIS off Zoom gives no such phucks.

To be fair Barry and Wally have both killed opponents.

As far as I know Zoom has never killed his opponent, only people close to them.

Yeah, he just messes them up - because he's trying to make them a better hero or whatever. Hence, CIS being off.

I saw them as two separate things...

At the end of the day, Barry/Wally aren't sadistic. They're heroes. I take your point on them killing before, though. They WILL kill, but it will take some pretty extenuating circumstances. Just like Superman has killed before, but nobody here will say with CIS off he will kill. Well, I wouldn't, anyway.

Zoom, however, is pretty sadistic. And is willing to kill randomers (as with the Amazons etc - we both agree on this). He doesn't, however, because CIS is on and he wants to improve his opponents.
