The Atlaneteans and Inhumans have the huge advantage of their nations being located somewhere that the others would have incredible difficulty laying siege to.
Hell, in War of Kings, didn't the Inhumans relocate to the Shi'ar or Kree homeworld? What other nation state would have intergalactic warfare capabilities?
