Madam rouge does more than strech she can also morph into diffrent things as seen in recent Teen Titans issues where she morphed into a crow and a bulll. She also has shown to be able to stretch simillarly to Plasttic Man.

Anyways I'd still say Plas wins 8-9/10 though
