The Mexican government is taking the easy way out. It not only lets, but encourages it's citizens to emigrate to the United States. Many of these people then send a portion of the money they make back to Mexico to help support their families which in turn helps Mexico's economy. Of course the money leaving the country is a strain on the US economy but the business sector is happy with all the cheap labor.
