Squall is an expert swordsman, one of only two masters of the gunblade in the world. He has been trained as a mercenary from an early age, and is considered to be the best in SeeD. He was stabbed through the ling by powerful ice magic and lived with few consequences, and he has powerful GFs that can lend him their power as well.
Cecil was trained from early childhood as a Dark Knight. By age 20 he was Lord Captain of the Red Wings, Baron's elite Air Force. After deserting Baron because of the strange actions of the King he became a Paladin, and now wields the legendary Mythgraven Blade and has the power of the light of his father as well. IN FF IV: The After he tanks a hit from Bahamut and defeats a clone of his Dark Knight self, this clone being powerful enough to own the rest of the FF IV party, including Golbez, a mage powerful enough to defeat the nations of the world in IV and effortlessly take out Eidolons like Titan in The After.
Cecil is one of the best and experienced swordsmen of the Final Fantasy series (also Squall in being the best swordsman in his world), despite that I have never played Final Fantasy IV, I know about Cecil a bit.
knowing both the stories and the characters it would be one awesome fight. I'd say Squall takes it. Unless its The after years Cecil where I would say Cecil would win
I say stalemate. I played both. FF IV lacked the graphics of today and you couldn't show cool CGI's to impress the audience. The better the tech the better the feats look.
Anyway, Cecil is the best his world has to offer, the same is true for Squall, I don't think that Suqare considers one of the main char's superior to others in combat, not if they are as good as those both, or Cloud for that matter. One could argue that Tidus or Zidane aren't up there on this level but those three are pretty much equals IMHO.

Cecil is a seasoned knight and paladin.
Squall is a teenager who plays at soldier.
The opening FMV of FF8 shows Squall has no real superspeed or reflexes so the only factor here is experience. Cecil has that most definitely on Squall.

FF7 showed no superspeed/reflexes for their characters as well but Cloud has taken on extremely fast foes, including ones stronger than Zack who was able to take on over 100s of people armed with guns alone.
Those fmv scenes for the games are almost like DBZ fights, its only normal speed through the fighters' eyes, through a normal human its more of a blur.
FF7 only got that kind of speed in the sequels. Nothing in the original game suggested Cloud and Zack were that fast.
And since Squall has no showings outside of FF8 (apart from Dissidia but nothing that happened there actually happened as far as Squall knows) he has no superspeed.

For one the intro of FF VIII is a graphical limitation, the PSX couldn't produce the results they wanted. Then there's the fact that even if you want to be stupid and say its real, it can be writte. Off as it is Squall without anything junctioned to him, explaining it away as non peak Squall.
Oh and can you provide any storyline evidence ju nctioned magic increases speed?
I will grant you it was at the start of the game and it would make sense for Squall to be much stronger and faster by the end of the game.
How fast or strong is impossible to determine.

Also, everyone knows Square-Enix's CG animations aren't the same as before. That's a fact. New technology, Final Fantasy VIII's intro doesn't show Squall's true abilities at all.
Not only speed, also all the parameters and granting them to Summon and use Magic. Quistis clearly states that the GFs provides strengths to the users in the game, it is also in the Ultimania.

For the record I think Cecil takes this, I just hate seeing Nikk's stupid theories go uncorrected. He wrote thisone Jenova theory that got him laughed off of nearly every FF forum out there.
