After failing to slay and collect the souls of the notorious VG villains, Shao Kahn has reprimanded Shang Tsung for his failure to rid of his competition. Shang Tsung begs Shao Kahn for a second chance. Considering Shang Tsung’s past merits of slaying his arch-nemesis Liu Kang, thereby allowing Shao Kahn to conqueror Earthrealm, Shao Kahn decides to give Shang Tsung a second chance.
Shang Tsung realizes he will need to acquire the souls of the VG villain’s arch-enemies to stand a chance. So he devises an evil scheme to collect the souls of Sonic the Hedgehog, Chris Redfield, Guile, Mario, Cloud, Link, and Richter Belmont.
However, in order to collect the souls of these heroes Shang Tsung, being an evil villain, decides its best to collect the souls of women whom these heroes will be emotionally distraught to fight.
Unless specified, assume character strength/power at average potential.
As before, by collecting the souls of his opponent’s Shang Tsung essentially gets to claim any accomplishments of his opponent’s as his own. Also taking their souls serves as Shang Tsung's way of saying "Ha ha I beat you, now I own you."
If Shang Tsung defeats his opponent, he gets to acquire his/her soul and can transform into them. When Shang Tsung transforms into another character he acquires that character's powers, abilities, and feats. Transforming into a different character gives Shang Tsung the powers, abilities, feats of the current character and causes the previous transformation to take a back seat.
Example: Shang Tsung transforms into Johnny Cage and defeats Jax. Shang Tsung now acquires Jax's soul. Shang Tsung now is up against Goro. Shang Tsung can now transform into either Johnny Cage, Jax, or any previous soul he has collected but cannot fuse their powers into one transformation. Shang Tsung transforms into Jax and defeats Goro, and acquires Goro's soul. Now Shang Tsung can transform into any previously acquired soul, Johnny Cage, Jax, Goro, etc.
Shang Tsung can transform into and out of different characters at any time. He does not have to wait until transformation time expires to transform into a different character.

I generally don't like to comment on my own topics, unless there is a heavy bias on one-side or the topic is drifting off topic.
But why is everyone saying Chun-li stomps? Shang Tsung does have the powers of Scorpion, Liu Kang, Sub-Zero, etc. which should be more than Chun-li can handle. Do I think Chun-li has a chance in defeating Shang Tsung, yes depending upon whether or not Shang Tsung makes stupid mistakes in the fight. However, do I think Chun-li stomps, no.
From the looks of the comments regarding these soul stealing topics, I have created a scenario to make the villain too evil. No one can stomach the though of seeing a character they adore get their soul taken and become a mere power-up for the villain. Seeing how these topics is enough to traumatizes fanboys here, maybe I should write and create the next badass villain.
Maybe you should've just included Tsung's MKvsDC feats in both your gauntlet threads (i.e. He easily defeated Hal Jordan/Green Lantern whose ring was recently charged, and what not). You know, just to be fair.
What next badass villain do you have in mind I_Cheat?
Give Shang Tsung Hal Jordan's ring along with Hal's knowledge & expertise, and he'd pretty much rape through this gauntlet.
