We already know at this point in the story, Joker had already reshaped the Universe in his image...

Later on,
Mxy comments that should Joker learn to control all of his Imp powers, he would be able to dominate "ALL Time and Space"...

So if Joker had already warped one Universe at this point, what could Mxy be referring to when he says "ALL Time and Space":
