The Astral Regulator doesn't make the wielder powerful by itself, but it allows the wielder to destabilize reality and gain power by absorbing the various cosmic abstracts. Which made Thanos stronger than the One-Above-All and by extension any particular artifact.
DC tends to have its power confined to beings rather than artifacts, and the only versatile artifacts I'm aware of is the Motherbox, which is a Cosmic Cube rip-off, and the Worlogog, which is a interactive map of space-time. But I'd consider them to be around the level of a Cosmic Cube.
They're both cube-shaped wish-granting machines operating on a cosmic scale and the Cosmic Cube was created first.
The Worlogog grants the wielder some degree of control over space and time. Compare that to the Infinity Gauntlet which grants not only complete control over space and time, but also various other facets like the mind and soul. And the only motivation for it being more powerful than the Cosmic Cube is because we're explicitly told that is the case.
Except Worloggog gives complete control over time and space as well. Extant has used it to completely wipe out an entire universe and create a new one in its place with entire different rules of reality and that was with an incomplete Worloggog. Hourman has used it to freeze a big bang in its place.
Neither IG or CCU have ever done so.

Specifically, no. But in the 2015 Silver Surfer series the power of the Shaper of World—who is a sentient Cosmic Cube—were used to recreate the universe.
Miracle Machine is artifact to change the narrative of DC universe.
So,If Regulator can't change the meta narrative of Marvel omniverse, Miracle Machine is more powerful because it can change DC omniverse on most fundammental level.
They are supercomputers which have infinite knowledge, not wish granting /reality altering devices.

Yes, but shaper's power was exhausted and they used already existing matter to reshape an alternate universe. It did not replace an already existing universe.
Final Crisis 7. Darkseid had become everything in space and time. MM reversed it and erased entire monitor race from existence by Superman's wish of a happy ending.
