1. Cap became stronger and faster over the years after that scene, eventually becoming a legitimate bullet timer.
2. A single fight holds little to no weight if the character wasn't shown fighting at the best of their abilities as shown before.
3. Likewise, one fight does not override the character's other feats throughout their history, building off point 2.
I say Cap wins because he is vastly more skilled, faster, and has much quicker reactions and perception.

Bro, KIngpin's also gotten stronger as the years have gone by. Some of his recent feats and fights don't even make sense but it is what it is.
