Well, this is more than just the JLA...they are invading DC Earth. DC Earth repelled Imperiex Prime and stopped the Anti-Monitor. Prime or Anti-Monitor would curbstomp those Marvel invaders including Silver Surfer if you added him into the mix. DC earth wins!!!
Surfers speed feats are on his board. I've never seen SS off his board do anything remotely fast. In fact off his board people like Hulk and Thor have been a much bigger threat.
It's not different than Lobo who travels through space on his bike. Sure he travels fast but it doesn't directly translate to battle speed.

The board does his speed feats for him. He needn't expend any energy to do so. Cosmic awareness makes him aware of kryptonite, and then he need only emit the radiation, not actually create it. Left hand fires concentrated kryptonite radiation at Superman, right hand fires planet-levelling blast. Hm....
When Superman is as weak as a baby girl from the overdoses of kryptonite? Yeah. Planet levelling blasts ARE an easy win.
I seem to recall him going hand to hand with Gladiator. A uni powered Gladiator, at that.
Don't forget Soljer, a SEVERLY weakend Surfer, as able to kick the shit out of Classic Abomination H2H before delivering the Coup de Grace with the power cosmic.

Red suns don't amp the Surfer. Energy does. He absorbed the energy of an entire sun. He could do the same thing with a yellow sun, it just wouldn't be as effective against Superman, .
hell, Superman eats a big bowl of super chili....and super farts the Surfer's way...blowing Surfer a few hundred miles....with the very smell making Surfer extremely nausious....Surfer has no choice but to retreat..nothin' beats the super chili
