And I haven't seen anything stated that would put RKT above Full Potential Flash. So it seems that we have a problem here.

Flash (even normal one) is just far too powerful for Thor (non-RKT). Both at their highest, and Flash is still far too powerful for Thor.

Thor has too much raw power for Flash. But Flash has a tactical advantage in that anything he does Thor would not be able to react against erm

For that reason Flash wins. He can just move so fast Thor wouldnt even realize a second has passed when Flash has hit him 10000 times with IMPs and he gets knocked out....
