first cyber a meta human. he has superhuman every thing. He super strong many tiems stronger then capt.

Cyber an extremely skilled fighter he would hit capt way before capt ever landed a head shot. Not to mention that head shot would do jack shit to a man with superhuman durability and a healing factor lol.

his healing factor increased over the years and cyber put a fake one in. it would have healed he just but in a cyber one because ti was more usefull.

same reason aoa wolverine arm never grow back he made sure it would not

you really think a goofy looking guy covered in adamantium can best the leader of the Avengers and arguably the greatest hero ever?
