This is why I think Punisher is the biggest badass:

1) he's technically a good guy...thus his methods make him stand out more than if he were a villain, which we would then expect his ruthless tactics

2) he has NO powers whatsover...not even Cap's serum. Just guns and a killer 'tude. It's easy to be a badass if you are invincible and superstrong against your enemies (ie Black Adam) but it takes balls of steel to be so ruthless when you're just a normal human

3) his motive: avenging your family's death is certainly more compelling than fighting for justice

Well there's loads of badasses out there and most of the badness would come from the level they fight on compared to the disadvantages they face but, I don't care how much power you have taking on both Heaven and Hell, simultaneously at that, is the ultimate form of badassness.
