You cannot assume that, he said physical combat only, Teleportation is not a basic combat skill even if Kain can use it as such and technically the combat part of teleportation is physical. Kain can mist as well.
So its apparently powerless reaver, and Kain cannot use any powers that are non physical in combat, I guess that includes spells, but it does not include teleportation or mist. Possibly transforming into a bat, tk, blood drinking, mind controlling are all game.
So Kain just mists/teleports to make distance between him and wesker and then drains him of blood.
Physical combat only often means only physical combat. I could of course be wrong. Although I'm quite certain he did not want to include non-physical abilities, we'll leave that for him to clarify.
Without Kain's powers, Wesker wins. Otherwise Kain.
Physical combat means, and ONLY MEANS, the application of only using fists and kicks to engage an opponent in a fight, no lazer beams or soul steal, just punches and kicks.
In layman words: A physical brawl with fist, feet, body and possibly melee weapons. Only natural attributes to contribute, such as base speed, base durability, base strength and other base values.
Anything that require activation of one sort or the other (Teleportation, flight through mystical means, invisibility or mind control for example would not be usable)

Obviously, thats quite clear in the OP, whats not clear is non physical non combat skills.
I dont know, whats Wesker done?
If kain is allowed no abilities at all regardless of whether their used for combat but what hes done physically then he prob will lose if this guy has strength and speed on his side, ofc hes going to win against Kain without abilities.
If its not specified then its usable. Simple as....
he only specified combat abilities that are non physical are not allowed. Teleportation is fair game, mind powers etc etc
Kain should be able to do this easily with just those two.

If thats so then thats a poor use of words in the OP, it should simply say "no abilities" or something, when you claim only "physical combat" its not clear.
"shrug" hes fought in close combat for thousands of years in many forms, as a young vampire all the way up to his ancient form. His weapon is typically a sword so I highly doubt hes useless with it having been the forefront general in combat, especially in BO2 in his war across the land against the Sarafan. Whether this would help him against Wesker I dont know, if Wesker is a speed/melee powerhouse with high strength and Kain has none of his bonuses then its likely he will indeed lose.
as a vampire alone kain already has superhuman speed and strength. on top of that doesnt he now have dumah's strength?
remember wesker's movements were viewed through a normal humans eyes. vampires should have better vision so he wouldnt be "teleporting" in the eyes of kain.
if kain is able to land a hit with the reaver it would probably be over. draining wesker would probably end up hurting kain. and wesker hitting kain would be a k.o.
my opinion 6/10 for wesker, and thats heavily based on which strength kain has.
