It wasn't in a ruined state and yeah even accounting for that. Considering it tanked Revans bombardment, its a hell of a feat. Bane wasn't in peak health either.
I'd say this is possibly Legends Vader's best feat (at least if we disregard him Force gripping SK while holding back, as per Sam Witwer, though to be fair Sk was also somewhat tired), and it should be at least comparable to disintegrating Lyleks. And aside from feats, he was also indirectly compared to Yoda several times, which is pretty impressive.
That structure was already fractured. Darth Vader just had to exert his power on the central segment and destroy it, the other two pieces fell down. An impressive showing but not comparable to Vaylin's monstrous feat: https://i.imgur.com/BytFLox.gifv
Vaylin tore a multi-story structure apart and hurled its massive chunks like missiles towards another building. As I stated earlier, you will be hard-pressed to find a comparable feat.

Except that Vader utterly disintegrated a sizable portion of that tower, which is much more impressive than tearing it apart, and there is no indication that he exerted himself much in doing so. The structure being already fractured is irrelevant, because that portion wasn't. And anyway, the tower was big enough to dwarf AT-STs in size. For the record, those walkers are something like 9 or 10 meter high, so that's very impressive.
Also, before his prime, Vader Force gripped SK while not only holding back, but basically throwing the fight.

This is somewhat supported by the novel, where Starkiller notes, in the first part of the fight, that Vader was testing him, and in the second, Vader still didn't want to kill him.
For the record, Starkiller was strong enough to disintegrate half of a 300 meter frigate while simultaneously maintaining a Force Barrier.
And don't try to spout nonsense like it being exaggerated or inconsistent, because none of Vader's feats by that time (and by this I mean a few years before or after that point) contradict that, considering that the vast majority of his best showings were performed something like 17 or 18 years before TFU2, so nothing proves Vader is incapable of producing that level of power, given that he grew progressively stronger in the Force during those years. Also, the claim those feats are exaggerated can be applied to most of the EU, and considering that those kind of feats are being replicated in canon material, which is just as valid as the movies themselves, that would be an idiotic argument that could be only used because some people don't want some characters to reach a certain level. And considering that Vader was compared to Yoda (several times), even before TFU, that is quite telling he is above Vaylin.
Finally, Vader collapsed a cathedral while gravely wounded, and while he was in the underlevels of the structure. That happened 23 years pre prime, and it's honestly more impressive than Vaylin's showing. Many years after that point, he would certainly do much better.
