Venom can hold it (I misremembered it was Knull). Point being, tangible beings (i.e. Venom) can firmly grasp the hilt of Surfer's previously intangible board, which makes it and by extension, Surfer, tangible.
Edit: also, Mjolnir clangs against it, and in pretty sure (please someone correct me if not the case) that boardsword hits Knull and hurts him at some point (so interacting).

^ Venom shouldn't be wielding Mjolnir either, let alone melding them. But that's the Uni-Power, aka Enigma Force? And I recall Surfer literally phasing through Knull's symbiote dome with it as a neat bypass to the barrier preventing the Uni-Power from getting to Brock in the first place.
I guess I'll have to re-read it.
EDIT: IIRC, Surfer was smacking the Avengers around with his board like a bat during the Starbrand storyline too. Not sure that's evidence that he's tangible...
Well the whole point of Surfer Black was that he was completely intangible and couldn't do anything about it. He was stuck like that. Perpetually. So maybe writer's error, though Abhis interview (which, ftr, I hate), suggests Cates did it deliberately.
^ Not sure you can assign that narrative purpose to Silver Surfer: Black given that any initial dismay Surfer may have had during the start of Annihilation: Scourge when he thought he was a ghost was kinda immediately forgotten when Surfer realized he could still affect things and fight with the Power Cosmic? I mean... he fought the Abstract Griever for sixteen minutes. It just prevented most everybody else from touching or blasting him or his board.

But I think you forget that Surfer could merge with other physical beings. He could also contain energy. He could hold things in forcefields. He could merge things into his board. He could smack around the Avengers with his board. Still had Cosmic Awareness. Also he somehow helped Nova come back to life. He really wasn't gimped in his intangible state.
They don’t get their powers from an external source. The Surfer can and has done this to Lunatik, and the Hulk. The Hulk is a lot like A Kryptonian when it comes down to being filled with energy. I also never said anything about matter manipulation. Denying this is the same thing as denying that the Speed Force gives the Flash speed.
It’s never been explored, but that isn’t really a median for Supergirl either. The Surfer really doesn’t have to get into a brawl with her, nor does she have Wrath’s defenses against his power.
What makes you think that the battle ever has to become a slugfest? The Surfer can nullify her powers as surely as she is able to metabolize sunlight.
The Surfer brought a deer back to life, he used his power remotely without ever blasting or anything lot the sort, and yes he can remain intangible while doing so.
Kryptonian’s have DNA just like any other sentient race in a given universe, their bodies process sunlight differently than humans, but they still process it. The Surfer can change the way they do this. This has nothing to do with transmutation, he literally has the power to change the way that their bodies process energy, and just like the Hulk, and Lunatik, they have no natural defense against it.
Wrath had control of the most powerful creature in the universe in that book, and he was unable to even move. The Power Cosmic was destined to fail against him. Wrath is not Supergirl. She doesn’t possess his abilities.
However, if you want to argue that Kryptonian’s are immune to everything and possess no vulnerabilities, I’ll just agree to disagree.
