Fact is, we can't give Spectre credit for an ability he's never ever shown in his ENTIRE history. Until he's shown to be able to get the "full backing" of the Presence it's nothing more than unproven hyperbole. NO matter how much you guys wanna believe he could.. it has NEVER once happened.
^ Yet... if Presence wanted Batman to take out Phoenix Force, Batman would do it. Presence wanting Spectre to do something is meaningless as that rationale could be applied to Presence backing anybody.
But off the record, I think if Presence wanted Batman to destroy the Phoenix Force it would still happen, albeit it wouldn't be a matter of Batman destroying it with any kind of power, rather through some kind of cosmic finagling.

Omega you're giving credit to Spectre and saying he could do something he NEVER once has. Just as I stated before... we don't give credit to hulk and say he is the strongest in the universe as beyonder stated because we've never seen him reach that level of anger. You're using a double standard here. As ODG also says.. if the presence wants anybody to win.. they win.. big whoop.
Anyways, I think Spectre wins even without full back from the Presence
Who cares how it happens? If Presence backs somebody in an endeavor, it gets done regardless of whether its Spectre or Batman or Superman or a retarded one-armed monkey.
Spectre has enough feats on his own account to stand on his own two feet. The constant appeals to the Presence backing him render discussions about Spectre utterly meaningless.
The Presence empowering the Spectre to do his act, is backed by a convoluted argument. When if ever has this happened, and what where the results?
Really it comes down to who is being a host of the Spectre, and what was he capable off. The Spectre maybe accessing greater level of power (on its own ) but, but how that power is manifested is dependent on the host. Sounds familiar huh?
