The Outlander > Arcann since chapter 12. Are you living in a remote area or something?

Revan's death doesn't makes any difference. The statement makes it clear that the Outlander is the most powerful opponent of Valkorion.

Legend, if Outlander more powerful than Revan based on a single quote, then why isn't Plagueis more powerful than Valkorion?

Both cases are significantly different.

BioWare has absolute authority in deciding which of its characters is more powerful than the other. No other source can be more objective about it than BioWare itself.

This is a new revelation, component of a developing story. There is nothing to contradict it at the moment.

As far as Darth Plagueis is concerned, that blurb is on the back cover of the novel. In other words, a viewpoint of Del Ray publishing group, which is a 'secondary source' for such information. The lore itself doesn't corroborates it anywhere.

Another factor is that Vitiate was growing in power and also deviating from Sith alignment with passage of time. Valkorion is his new identity and most powerful incarnation. The blurb doesn't covers Vitiate's story after the events of novel. In-fact, not even his earlier history properly because TOR Encyclopedia came out later.
